Jeffrey J. Chang is a member of the Board of Directors of the California Senate International Relations Foundation, an organization working closely with the state government, the private sector and educational institutions in building cooperation, understanding, and exchanges between California and other nations. He also serves as general counsel to California State Friendship Committee, Jiangsu Chekiang Association of Northern California, and Shin-Shin Educational Foundation.
