Attorney Fujie He earned his Master of Law at Peking University in China. Currently, he is a vice-director and partner at the Guangdong H.J.M. Law Office. He qualified as a lawyer in 1994 and has been engaged in the legal profession ever since. Mr. He has recently been appointed Directors of Administrative Law Professional Committee of Guangdong Bar Association and Administrative Law Professional Committee of Guangzhou Bar Association.
Mr. He has worked at the Legal Department of Hainan Provincial Government. Further, he has provided professional legal advice on economic legislation and economic decisions to the Hainan Provincial Government. On July 20, 1997, Mr. He was invited to be a legislative counselor for Haikou Municipal Government of Hainan Province .
On May 4, 1999, Mr. He qualified as corporate counselor for the National Economic and Trade Committee, Judiciary and Ministry of Personnel. Mr. He was appointed as a permanent corporate lawyer to provide litigation and non-litigation services for many corporations.

5. Case of Bei Hai Hua Yuan Business Center about dispute of trading of land-use right was appealed to the Supreme People’s Court of the P.R.C.
6. Mr. He was commissioned by the Hainan Environmental Resources Department to represent Environment and Resources Magazine (defamation dispute)
7. Mr. Wang v. Guangzhou Administration for Industry and Commerce (substitution of shareholder dispute)
8. Mr. Liang v. Guangzhou Urban Planning Department (administrative license dispute)
9. Mr. Shen v. Hainan Administration of Industry and Commerce (administrative punishment dispute)
10. Criminal defense for Mr. Tang and Mr. Wang, who were accused of robbery; for Mr. Qu and Mr. Liu, who were accused of drug trafficking; Mr. Liu, who was accused of assault; and Mr. Jian, who was accused of theft.
Mr. He is an expert in administrative law, criminal defense and labor law.
Mr. He is also an academician and has contributed greatly to Chinese legal theory. He has published more than 10 dissertations on the national and provincial levels.
